Philippine senator proposes ban on offshore gambling due to human trafficking concerns

Philippine Senator Risa Hontiveros has proposed a ban on Philippine offshore gaming operations (POGOs) amid accusations that the companies are linked to human trafficking and other illegal activities. Hontiveros' inspection of a gaming facility in Bamban, Daraa province, revealed that the companies may be used as fronts by illegal organizations.

During this inspection, police discovered a large number of mobile phones and SIM cards, suggesting that the online gambling companies may be related to "romance scams" and fake cryptocurrency investment schemes. Separately, the Anti-Organized Crime Commission captured six Chinese fugitives during raids, further raising concerns about offshore gambling companies.

Hontiveros argued that these companies did not contribute significantly to the Philippine economy and recommended banning them to curb illegal activities. She submitted Senate Resolution 1001 on April 23, 2024, calling for an investigation into foreigners’ applications for Philippine citizenship and to expose forged documents and illegal immigration.

However, there are divisions within the Senate over the proposal, while the Philippine Gaming Regulatory Commission (PAGCOR) still supports legal offshore gaming operations and emphasizes its contribution to the economy.
